Came you get flyers in air rifles, I get one on my first shot, or one out of 10 shots. Not always with good plettes RWS 10 but I get a lot with Crosmen 500 count hp ammo, and is there a tool to open up the skirt of the plettes tighter fit in the barrel thanks

Yes, you can get "fliers".

Beeman used to make a "Pellseat" tool, but I don't know if it is still available. I use one in loading my RWS75.

Fliers can be down to a bad gun, bad ammo or the shooter. In most cases it's the latter. If you bench rest the gun you will be able to eliminate the latter which will point you in the right direction. Ammo is easy to fix, don't go cheap, get target quality ammo - it's not exactly expensive for 500 shots worth ! If the gun is poor then you need to get it serviced or replaced and that's the most expensive option...
