I recently had eye exam done. My pupils were dilated with eye drops.
I was not able to accomodate, can't see things up close, eye fully relaxed for distance viewing only.
Coming home, I put on my +0.75 diopter shooting glasses. Whow !! Focus is on front sight only, can't see target or any thing in between clearly. Front is super clear comparing to just wearing my shooting glasses.
Did ISSF ban this type of eye drop doping? I am sure this drug would not be picked up by urine or blood sampling. All topical eye drops do not cross the blood-eye barrier.
Has this been reported before?

My gut reaction is that it is probably OK, but I would want to check the active constituent of the drops against the WADA list.
Over the years there have been many drugs that have been banned that they could not test for. That doesn't mean that they weren't still banned.
About 6 months ago I too had dilating eye drops (common for retinography). Although the "arms length" vision was perfect, I wouldn't have fancied range lighting. Even a dull rainy London day was way too bright for comfort.

I've just had a quick check and the most common, but not only, active ingredients in dilating eyedrops in the UK are:-
Tropicamide
Cyclopentolate
Phenylephrine
Of those, only the last seems to be mentioned in the 2011 WADA list, and then only as being monitored but not banned.
That being the case, I would certainly want clearance from my national body before competing with such eyedrops.
As with all matters relating to drugs however, it's up to the individual to personally check every drug (however administered). "I didn't know" is not an excuse.
Sorry if this sounds like preaching but I am so anti-doping you wouldn't believe it. Even my doctor knows that I will want everything checked before he prescribes it; and I don't even compete at a "testing pool" level any more.

I get my pupils dilated during every exam and personally I can't see it helping me even if I could see the front sight I'd have a hard time finding which direction to shoot at the range.
Sounds like they used a sympathomimetics like Phenylephrine: (Ak-Dilate, Dionephrine, Mydfrin, Prefrin Liquifilm, Spersaphrine) instead of a parasympatholytic (Tropicamide, Cyclopentolate, Homatropine,and Atropine). Parasympatholytics dilate better than sympathomimetics, but they do allow you to retain focus. Some Dr's use a mix of the two types.
Sympathomimetics stimulated the iris dilator muscles where parasympatholytic paralyze the iris sphincter muscle ( so you cant focus either).
Your thoughts that it wouldn't be detected by blood tests is flawed. Just because it's put in your eye, I'm pretty sure it would show up in a drug test if they were looking for it. The eye has tons of blood vessels there are many drugs that can be taken thru the eye. Tests can now detect such small levels now just about everything shows up if looked for (even topical creams).
I ran all of them thru Global DRO and non show up on the prohibited list but of course check yourself (I only used the common Ingredient name and a few Brand names known to me) always use the DIN # (from your country).
David where did you see Phenylephrine as being watched, I couldn't see anything in Global Dro (for Canada) regarding it.
