air cilinder expiring date

The Dutch shooting association (KNSA) has released a statement in their national magazine concerning the date mentioned on pcp air cilinders of rifles and pistols.
Their has been a lot of discussion about the ISSF rule that air cilinders past their date mentioned on the cilinder may not be used in WC matches.
At first the Dutch association ruled that they would aplly this rule also at every match in the Netherlands and on every level (open matches, regional, district and national championships).
In the Netherlands law states that pressure vessels with a vollume less then 100 milliliters are not subject to any rules concerning pressure vessels (Stoomwezen). As a result of this there is no regulation to how these cilinders should be tested, by what standards/pressures etc., and by what athority / institution.
The association has ruled that pending further investigation the ISSF rule will not be enforced, at least at national matches. The association will make a new statement when all legal issues are clear - expected around september 2010.
