Is there a sight to go to to download B2 and B3 targets and print out yourself?

Falcon Machining does.
Just click on "free targets."

If you have a High Standard, the rest of the site is well worth having a look at.

Same here... figured it out one day and it was cheaper just to buy the commercially printed targets by the hundred and have them shipped to the house.
May have to reconsider though... take a look at the ones from Falcon Machining. Printing TWO of the B-2 or B-3 targets on a single page effectively cuts my printing cost in half !!!

Have you tried searching for Continuous Ink Systems, ebay will offer you systems for most printers.
Printer Brand ink has been said to be more expensive than blood, that is how companies make their money, since the printers are almost free if you discount the ink that comes with it initially, but apparently CIS's manufacturers found a cheaper way of solving that price equation, only make the ink. Highly recommend it, been a user for 7 years at home and work.
