What do guys recommend is the best way to fill your PCP rifle or pistol. I am looking at the newer carbon fiber 88cuft tanks, that are higher pressure, but I guess you have to take care not to go above 200 bars. Or am I better with a lower pressure tank that will not go beyond 200 bars? Any opinion as well as recommend a good quality tank is appreciated.

Use a scuba tank at 232 or 300 bar. You need a regulator to ensure you only fill up the gun tank to the 200 bar limit. I use a 232 tank as that still gives me 6-9 months of repeated filling of my 3 guns (pistols).

The 4500 psi tank can be regulated to any pressure you desire. So you can turn the regulator to 200 BAR~3000psi, and get a bunch of fills from a 88cu ft tank. The carbon fiber wrapped requires 5 years inspections, and last 15 years, the fiberglass wrapped tank needs 3 year inspection and lasts 15 years. inspections run about 25-50 bucks, and a fill is about 10 in most areas. Depending upon your needs, the 88 tank @4500psi should be the best deal. I attached 3 links, and they also have some info to help you make a decision.

What do you guys mean on "Regulator", is that the pressure gauge where you watch it and manually turn it off or it truly regulates to not exceed 200 bar fill. In other words making it more idiot proof? This new to me.

The regulator is a knob that you use to set the maximum pressure. You use the gauge to confirm the pressure response of the regulator. It is pretty idiot proof, and safe. Once you set it, it is done, but you can adjust it at will. They guy at the fill shop can show you how it works in under a minute.

Where do you buy the regulator from, can you recommend a particular one?
