NRA Smallbore Rifle Sitting Position Rules

Is any one familiar with the Smallbore Rifle sitting position rules regarding whether both elbows must be supported on your leg (knees) or is that optional? I know that it is steadier with both arms supported but some have a body makeup that makes getting the off arm supported very difficult. IMHO if one wants to shoot that way, so be it as they will not shoot as well. Any comments? Is there a rule regarding this?

There is no rule about both elbows being on the knees. As little as I shoot sitting since I hate it so, I have no trouble cleaning A-17s with only my left elbow down. For taller people, this makes the position more comfortable. I teach the one elbow down version a lot in my junior program. Bone support is maintained, the sling supports the rifle, weight is reasonably distributed. I don't think of it as a less steady position at all. I shoot way better kneeling than sitting and kneeling is considered less steady than sitting.
