I just acquired a Model 10 and I noticed that the rear sight adjustment wheel doesn't click the sight up or down, it just spins around until it unscrews from the base. How do I get the wheel to engage the sight properly and therefore, move the rear sight up and down? Thank you for the help.

Without seeing it, I can only guess, but it sounds like the little spring-loaded ball detent may be missing. IIRC, it bears on the underside of the elevation adjustment wheel. It's also possible that an internal spring is missing, the spring that forces up the rear sight body, so that the ball detent exerts pressure against the elevation wheel.
As of a couple of years ago, it was still possible to order the whole rear sight from RWS, but it was verrrry expensive. If a spring is missing, you should be able to improvise a fix; the ball detent would be more difficult.
