Scoring 10 Meter Air Pistol

When using the plug gauge described in ISSF Rules 6.7.15.6.
The target ring has a thickness of 0.1 - 0.2 mm (6.3.2.6)
If the outside edge of the gauge (looking on the 1 ring side) just touches the white (lets say you're scoring a 9 or 10) does it count as a 9, or does the gauge have to break right through the white and touch the black on the outer side to score as a 9?

If you can see any part of the white line then the shot scores the higher value.

It should also count, or be in, if it is determined to be tangent.
