Pretty sure you are mistaken. Take a look at page 4 of the file found here:

Federal law prohibits transfer of a firearm to a person who resides in a state different from the transferee unless an FFL holder in the buyer's state is involved. At least that's how I read it.

In reading the link and additional links attached to that, it mentions that you must “ship” to an FFL. I am going to contact my friendly neighborhood BATf MAN and find out which way this is now being interpreted regarding face to face transactions.
