Without checking, I can't think of anywhere in the rules where, if they are to be included, they don't say "guns and magazines".
I've given your argument some thought, and in my view, the reason the rules always mention "guns and magazines" is because this also applies to free pistol, rifle and shotgun. None of those have magazines (free pistol can, but it is not likely). All the rules we cited are in the "General Technical Rules", chapter 6.

I believe, that it is in the spirit of the rules, that if you aren't allowed to handle the gun, you shouldn't be allowed to handle the magazine. Similar to rule 6.7.2 regarding equipment.

There used to be a specific rule prohibiting you from touching magazines. That rule has been deleted.

Yes, and maybe you don't shoot different disciplines where the rules conflict. IMHO, when one shoots different disciplines with different rules, it is pretty easy to get rules mixed up when relying on memory. In the USA we have, in addition to the international pistol disciplines, conventional pistol, action pistol, hunter's pistol, IHMSA, IDPA, IPSC, CAS and a few others which don't come to mind (there is that memory thing again).
