swaged vs. hard cast bullet powder charges?

Matt's post about his new .32 cast bullet made me think about this. If I have a load I like that's working well with a swaged bullet, can I simply substitute a hard cast bullet (of the same weight) without working up from a low powder charge? My concern is there is more effort to force a hard cast bullet down the barrel, and therefore, the powder charge should be reduced.

Is there a general rule on this?

The short general rule - NO!
The long general rule - change ANY component and you go back to a known safe* loading and work from there.
