I have plans to build a free rifle equipped with an aftermarket stock (e.g. MEC or Gemini) and a Lilja barrel, but i'm still undecided on the action and the trigger.
1. Is it even possible to aquire an Anschutz/Walther/FWB action by itself?
2. How do actions and triggers compare between the manufacturers?
3. How cost-effective it is to get a barreled action instead of a bare action + $350 barrel + gunsmithing costs?
4. Should I even bother?

If you get an Anshcutz 2007/2013 action, you can cut that gunsmithing down to $0 as that particular action the barrel is clamped in and headspace is adjusted by means of a headspace gauge inserted into the chamber while youre seating the barrel against the closed bolt.
otherwise, im not too sure what youre trying to accomplish by building your own... I fear the only thing youll acomplish is making a rifle that looks like no other on the line.

If you only want the action and trigger, have you thought of buying a cheap second-hand rifle with a knackered barrel?
As for the make, I don't think theres much between Anschutz, Walther or FWB. All make top quality products, so the choice is really your own. I personally use an Anschutz but have had the opprtunity to use Walther and FWB; I can't honestly say that any action/trigger was the best, all were good.

I was trying to avoid buying the default Anschutz stock, and then I had a thought why not go all the way and upgrade the barrel either (i KNOW its an overkill, but my rationality is out of commission)otherwise, im not too sure what youre trying to accomplish by building your own
Thanks for the used rifle suggestion - hadn't thought of that.
I guess I'm asking for trouble - the condescending thougts like "look at that guy - all the top of the line equipment and still can't shoot for $#%t"
