I THINK I remember back when the AP target was changed. An "11" ring was put in (I think) to enable better electronic scoring.
At a match today, I was told it was an "X" ring to be to be included in the score and used a a tie-breaker. I disagreed.
Any knowledgeable folks out there care to educate me?

I remember a LONG time ago when they shrank the target rings a bit. I don't recall if they added the "inner ten" ring at that time. It is not technically called an "X-ring", but it functions the same. It is used for tiebreaking if you don't have decimal scores from an electronic target system.
Under ISSF General Technical Rules, Section 6.15, Tie-Breaking, the very first test is:

To build a bit on what Gwhite already said, the x-score is used as tiebreaker in the qualification round, decimals are used in the knockout style final.
Speaking of added rings, the centers for 25m rapid pistol paper targets used in finals will do your head in with added 9.7 and 10.2 rings.

a. By the highest score of the last 10 shots fired, working forward by 10 shot strings until the tie is broken.
b. By the highest number of 10, 9, 8, etc.
c. By the highest number of inner tens.
d. All ties for places below the last award may be listed with equal rank in alphabetical order using the competitor’s family name...

Prior to 01/01/2009 AP ties were broken in the following order:-
Count-back in 10 shot series
Number of 10s, 9s, 8s, etc
Number of Inner Tens (Xs)
On 01/01/2009 the order changed to:-
Number of Inner Tens (Xs)
Count-back in 10 shot series
Number of 10s, 9s, 8s, etc
Count-back in 10 shot series
Number of 10s, 9s, 8s, etc
Number of Inner Tens (Xs)

I believe the NRA has always used the Airgun X ring as the first tiebreaker.
