I'm no expert on this, but I do know you'll need an import permit and that the firearm will have to be registered at the point of entry. The best place to go for this information is the Canadian Firearms Centre at 1-800-731-4000.

It depends on why you're sending it. Exporting a firearm is regulated by the State Department under the relevant provisions of the Arms Export Control Act, 22USC2778. [ATF administers the importation of firearms.]
