Is there other ISSF or bullseye message boards other than Target Talk, Bullseye-L and Targetshooting.ca?

ISSF themselves run a forum on their website (www.issf-shooting.org), but it doesn't see a lot of activity. The three you have listed cover most of it.
However we sometimes forget that most of the countries with an active ISSF scene aren’t English speaking. So if you can read German or Russian or Norwegian or Swedish or French or Mandarin (or I suspect any number of other languages), you likely discover a corresponding number of very active ISSF discussion groups.

We have a good one here in the UK, although there is obviously a strong bias to UK matters.
