ISSF RULE INTERPRETATION,
in force as from JANUARY 1st 2004
The International Shooting Sport Federation – ISSF – informs that the following rule interpretations have been decided by the ISSF on proposal of the Technical Committee. These changes are necessary in view of the forthcoming Olympic Games in Athens 2004 and therefore are effective as of 1. January 2004. We kindly ask all member federations to take note of these changes.

7.4.9.8 Side blinders attached to the hat or cap are not
permitted. Side blinders attached to the shooting glasses
or to a head band not exceeding 40 mm deep are permitted.
These blinders must not extend further forward than to a
line from the center of the forehead.
7.4.9.8.1 A piece to cover the non aiming eye not larger
than 30 mm wide is permitted.
7.4.9.8.2 A piece to cover the non aiming eye may be attached
to the rear sight. It must be not wider than 30mm and not
longer than 100mm measured from the center of the rear sight.
8.4.9.5 Side blinders attached to the hat or cap are not
permitted. Side blinders attached to the shooting glasses
or to a head band not exceeding 40 mm deep are permitted.
These blinders must not extend further forward than to a line
from the center of the forehead.
8.4.9.6 A piece to cover the non aiming eye not larger than
30 mm wide is permitted
10.14.2.2.3 All shooters with tied scores are allowed to shoot
two (2) sighting shots (1 left – 1 right). After the
completion of the sighting shots each shooter will shoot two
(2) additional competition shots (1 left – one right) in 2.5
seconds (fast run) on commands as mentioned in Rule 10.14.8.3
for tied scores in Finals.

Well spotted.
No great surprise. They tried to bring in the blinders rule (with 20mm width) before the World Championships last year but "whimped-out" by calling it an "interpretation" and then a "request". In the end it was totally ignored.
At least this time they have legitimised it by giving new rule numbers.
Right or wrong, and I am not sure if it makes much difference, as it is designed to assist TV coverage it would have been ludicrous not to have the new rules in place before the Olympics.

What about the safety aspect of side shields and a full cover on the non-aiming eye and shooting hats with flaps. Will the ISSF take resposibilty if some gets something in their eye? It seems to me that banning equipment that clearly has safety aspects would open them up to law suits. I wonder when they dreamed this up if they consulted a lawyer. I'm sure that this will make shooting an instant TV hit. Do these people have noting better to do, and have any of them ever shot?
