IZH 46M Rear Sight

I have an IZH 46M and the rear sight's elevation knob does not "click" like the windage knob does. The elevation knob simply spins. Does anyone know for sure whether this is correct or, as I suspect, is something in my rear sight broken?

If it is broken, any suggestions of how to fix it or where to start troubleshooting? Thanks!

You can hear the "click" noise when the tiny ball bearing is pressed against the notches each time the knob is turned. It may be a weak spring not giving enough tension to the ball bearing, the ball bearing fell out, or it could be rust.

Both windage and elevation knobs on my Izzy make a "clicking" sound.
