10 METER PISTOL TARGET SCORING
Does the scoring count 1 to 10 or is the very center counted as 11? I see some indications that this might be the case. Thanks Ron

Nope.
The scoring goes from 1 to 10 in full points (with the allowance made for inner tens for tie-breaking), and from 1.0 to 10.9 in decimal scoring.

Zero isn't the absence of score, its the total amount of "points" you got from a shot that hit the blank part of the target, missed the target altogether or was irregular ( ie. out of time)
This is a futile discussion since anyone scoring like that will probably not win! ;)

I agree that with the current rules anything outside the 1 ring is 0. I also believe there should be 0.x.
As to the idea of not winning if you are shooting 0s, I will tell you that I won a Free Pistol Match with a 0 by deciding that nine 10s was equal to ten 9s after I fired a total miss. I did spent some mental effort with that imagery. And, granted, it was not a major championship, but in lesser events, one errant shot does not necessarily mean disaster, even in Air Pistol. The quality of the 59 other shots determines the outcome.
