ive been through the entire rule book for ISSF and USAS shooting trying to find these measurments...
we set up our range in compliance with CMP target height dimensions but the question was whether they were compliant for USAShooting Rules...
this is the ONLY THING i could find that applies:
USAS 6.4.6.1B 50 foot ranges - Height must be adjustable for rifle.
what exactly does this even mean? do the target holders need to be adjustable or is this a comment basically that says the target frames have to be adjusted to an appropriate height for rifle shooters, i.e. offhand?

We set 50ft rifle targets - Prone & Kneeling at the same CMP heights
We set standing targets 8-10" lower than CMP as they are at a "down angle" at Benning and the OTC for 50m

10 meter is 1.4 meters high. 50 meter is adjustable, but most seem to be at or around .75 meter.

Is the 1.4m to the 10 ring or bottom of the trap?

Remember that, under ISSF rules, it's 1.4m (+/-50mm) above the level of the firing point floor.
You need to check whether the floor slopes between the firing point and the target line.

The ISSF 50m target is 0.75m +- 0.5m above the firing point floor. The variation allowed is a full meter, hence the disparity in heights. The NSRA Cooper range at the LRC is at the high end of the scale.

our range (10m and 50ft) is flat to the point of of boredom. its an indoor basement range. on a slab. the pitch is 0.0 degrees...
our CURRENT (we just made these recently) target frames are a central pole with cross-arms welded on so that the center of the targets are at the prescribed CMP heights from the floor...
do the cross-arms need to be adjustable, even if they are set to the prescribed CMP heights from floor?

No not normally. There is a tollerance in the permitted height to allow for the exact circunstances. For example if the target line is on sloping ground While the FP line is level. ISSF rules also require the line of the target centers to be horizontal. This is most of the reason why there is a big +- range on 50m ranges. once placed the targets are fixed.
For 50 foot (or the common 25 yards that we have in the UK) there can be issues over target height for those training indoors for ISSF competitions, particularly 3P. In this case it may be necessary to adjust the height of the target to match the equvialent target height at 50m. So for a standing shooter you will need the target to be much higher than prone, with kneeling ( & sitting for US 4P) in between. I recall that someone posted an excell spreadsheet page to do the calculations for you over on the Stirton board. It was based on barrel height, correct target height and both distances to target. Very useful also if you need to train for a range that has target heights that are at the extream ends of the tollerance, such as the Cooper range at the LRC Bisley (high) or Ft Benning (low). This is actually something that could be thrown into match prep training, so the shooter is able to quickly and easily deal with differing conditions on differernt ranges.
