How come the 3P scores don't include tenths but the prone do?

Under ISSF/USA Shooting Rules, 3P isn't scored in decimal, but prone is. Since the OTC as electronic targets, they can score in decimal without difficulty.

Well I was sure that there would be a rule that I should of know about. ]
Not sure why, I just thought all were going to be using the decimal.
