Yes, in theory women can outshoot men, the rules are almost the same, but men are allowed a heavier rifle, 8kg vs 6.5kg. The women's world record for prone 300m is 599, against 600 for men, so it's pretty close.
However they shoot in separate matches.
In domestic smallbore matches, where there are not separate competitions. women do outshoot men.

The Ladies
When I was shooting for NZ a few years ago there were a couple of Ladies including my Wife who didn't like not being able to shoot for the "Open" Team even if their scores were good enough. They had to shoot in ladies only Teams with their "ladies only" Rifles.
