The picture is a little fuzzy, but it looks like an oring captured inside a machined hole.
I would use a dental pick and carefully reach in and lift it out.
You may need to pierce it and pull it out.
Be careful not to scratch the metal machined surface so air does not leak past the scratch.
You could also use a plastic pick, would not see a problem with that either or even a tooth pick.
Lube the new seal with the proper lubricant and re install it.
I am an automotive mechanic and a lot of brake calipers have seals in them with the same design and that is how I do it.
