Who performs the test by rule 8.4.2 Measuring Trigger Pull Weight? Equipment Control officials or an athlete?
Can anyone explain exactly the following sentence:
The tests must be conducted by Equipment Control officials.

You have answered your own question, the staff manning the equipment control table - "the equipment control officer".
He or She is usually overseen by a referee.
You, the competitor present the pistol to them to check.

As stated above it's the equipmnt control officials not the athlete. In larger competitions there will be a jury member present.

In this context, yes they mean the same.
