Paschal High and Western Hills in Fort Worth are jrotc programs.
I believe Arlington has a high school with a program.
A couple of counties around the area have active air rifle shooters.
I am sure I have missed some. I can dig up contact info on the above if you need it.

I am one of the coaches with Eagle Mountain 4-H club in north Fort Worth (Saginaw). We are a fairly new, small group but we are growing and have room for new members. We are looking for a permanent place to shoot if anybody knows of a place we can use. We are also accepting donations of new or used equipment of any kind.

On the other side of DFW is Collin County 4-H which meets at the Dallas Pistol Club. They are a good bunch of folks also. They have a well established club with lots of coaches, equipment and members.

Weatherford 4-H club. 20 miles West of Ft. Worth.
Haltom City Gun Club in Ft. Worth has a junior program
Also, the Shooting Stars out of Dallas have several shooters that are Jr. Olympians or won or placed at USAS Nationals this year.
