Although not often stated that succinctly, I think that fits with most folks experience. Once you get to a certain level, most shooters have the biggest trouble with either their trigger control or their sight alignment in terms of "mechanical" problems. A beginner might have trouble with both at once, but it usually settles down to one or the other. I think for most shooters, eventually it boils down to trigger control. Once you get that licked, it's all mental.
When I worked at Hewlett Packard as a design engineer, they talked about the "big red X". This was the corporate wide experience that if you had a problem meeting a certain spec, it was fair more likely to be the result of one big problem, rather than the sum of several smaller problems.
