The reason I'm looking for a rulebook is so I can compete in an international match "Desert Midwinter Classic" held in Phoenix. My only previous international matches were all 50ft indoor or 10M air pistol.

the USAS downloads:
- are in sections . E.g. the link you cite is for only the General regulations section. Others for GTR, Pistol, Rifle, etc.
- differ in some bits, to fit USAS competitions
- do not include the 2nd printing amendments which are in a separate download for 'errata'

If it is an NRA Sanctioned match, the NRA Rules are available on the NRA web site.
