I know it's in the archives, but I couldn't find it. Can somebody recommend a putty to build up a grip? Preferably something that will be off-the-shelf in any good hardware store or some place like Lowes or Home Depot.

Anyway, I use the stuff I get at Home Depot in the glue section. It is a two part epoxy that you knead together called "AquaMend". It's used for underwater pool repairs. It's not HARD to use.
When HARD it files or sands nicely. It is cheaper than most of the similar products and one package is more than enough for a grip. When putting it on the grip I smear it on HARD with my thumb and then apply large pieces on top of that for a good bond. It gets HARD fairly quickly.
