Where are you located?
Do you want to shoot pistol, rifle or both? What ages will the shooters be?

Can't go wrong with the Daisy 887 (888 for kids). The 853 is a good starter, but pumping for every shot can get tiresome.

For both juniors and adults, I like the Daisy 853. The CMP has a great price on some refurish ones.

I've a couple of 853c purchased in the early 70's. Still shooting them.

What age group are we talking about? Adults and/or juniors.

10 to 12-13, the Daisy 499, a single shot bb gun is the best starter. It shot at 5 meters.

If you're talking about high school kids and the 853 or something simular, you need a progressive program that starts with prone, them standing and sitting/kneeling.

You might want to check out the "National Standard Three Position Air Rifle Rules" from the CMP.

I'd like to add more but I'm being paged to shut off the computer, we're going to eat turkey with kids and grandkids.
