If cost isn't a problem, the barrel and action to go for just now seems to be the Bleiker, which is hand made and is quite expensive, in the UK the figures mentioned are around £1800. But the real question is

"What is the optimum velocity for accuracy"?

Try it with some other ammunition. There is always the chance that you've hit on a batch of ammunition that works really well with the rifle, and there's no guarantee that the next batch will.

If your only reason for adjusting the stock is that your sling is fouling the trigger guard why not just replace the sling?

The new HPS sling is designed to deal with this
