Forget that could pass random equipment check since it's done after standing position. People should want to abide by the rules in all positions & not try to see what they can get away with - call it integrity.

ISSF 6.2.2.7: The handling of guns is not permitted and safety flags must be inserted when any personnel are forward of the firing line.

Don't know any jokes but something you might try.
Tell parent(s) they have to stay while their children are there or the next time the parent will have to serve as a target goalie.

Ref your question on target heights. If you use USAS rules; "USAS 6.4.6.1B: 50 foot ranges – Height must be adjustable for rifle."

I don't know any shooting rules or equipment control guides that specifically define them. The terms normal personal undergarments or training clothing are pretty clear to most folks unless they are trying to circumvent the intent of the rules. Jeans are not normal personal undergarments or training clothing so jeans are not permitted under the shooting trousers.

The need to sometimes remove a pellet is why most ranges have portable pellet discharge containers; often a plain old can, with padding in it, mounted on a small pole 3-4 feet long. It can be held in front of muzzle from behind the firing line. Also used to clear when double loaded.

The deviation provision still in current rules (2014-15 NCAA Rifle Rules Modifications). Note though that all designated NCAA Qualifier matches shall use the standard match format. Modifications at:
