As Spencer and Ulrich rightly say, you want the same amount of light coming into both eyes, to keep both pupils the same. That translates to a cloudy/frosted translucent blinder being optimal. I had heard from one of our (UK) gunsmiths that such fibres were a big cause of problems with regulators.
