Where do you buy the regulator from, can you recommend a particular one?

What do you guys mean on "Regulator", is that the pressure gauge where you watch it and manually turn it off or it truly regulates to not exceed 200 bar fill. In other words making it more idiot proof? This new to me.

What do guys recommend is the best way to fill your PCP rifle or pistol. I am looking at the newer carbon fiber 88cuft tanks, that are higher pressure, but I guess you have to take care not to go above 200 bars. Or am I better with a lower pressure tank that will not go beyond 200 bars? Any opinion ...
