The cheapest you could get here would be a used .22 short (Walther OSP or Hämmerli 230) which nobody wants anyhow, and almost nobody is licensed to buy, so they'll go for a mere 30 to 80 Euros - but then, the recoil is significantly different, so I wonder whether the project is really sensible. I can't remember for sure, but I don't recall Morgan or Ian acheiving the Olympic MQS at any of the world cups. The ISSF website lists Morgan Cook with the achieved two MQS results (Changwon and Sydney), so I suppose he has not really invented this claim. Mind you, he made it barely with 562 and 56...
