It depends on your state, but yes, I believe at the national level they follow the CMP rulebook. Unfortunately, from what I have seen, each state has some discretion in how and what rules they follow for their shooting sports program. What state are you in? They are legal here in South Dakota.

Thank you for the info. We got 2 of these rifles this year for our 4H program and plan on getting more in the near future. This will need to be done on some of our guns for the left sided athletes we have as well.
