In Georgia those are typically offered by the 4H organization within each county.
Some air programs are also found in local schools with ROTC. They are not well advertised, you'll need to ask.

Our team coaches had the youth shooters to wear their leather-soled "Sunday school" shoes. Thick and solid, a shoe without any springy rubber in the sole, or springy Dr Scholes inserts. Shoes the shooters are already wearing will be comfortable, but solid. Shoes like this abound in generic...

Scouts that are just interested in earning the MB can do the air rifle, but those that are really engaged can put in some extra effort to do the 22LR. My older son was focused on Eagle from the time he was a Tiger. The younger one was focused only on shooting . He earned the RSMB with BB, pellet, ....

One Scout camp we visited around 2001 was equipped with Marlin 2000's, which I thought was a huge step up, especially when it came to fitting pre-teens varying in sizes from 4'8" to 6ft. Unfortunately, that was a short-lived model.
