It's the regulator, more specific the valve seat may need replacing.

Joe will install new seat and reset pressures and fps with chrono.

Well I talked with Neal @ ISS and George @ Brenzovich. They both came to the conclusion that the FWB 2700 Light would be the best match for his stature.
