If they are using standard nomenclature that single ' stands for minute of arc (1/60 of a degree) and a " stands for second of arc (1/60 of a minute)

I can't imagine how you would determine 10 minutes of rotation with hand tools.

With differing lots of ammo, lighting and target heights at different ranges, not to mention that some day's I'm just different ... I need to adjust my sights rather frequently.
