I think you got that backwards. On the page discussing sight adjustments in the other languages (other than English), I note:
windage: 1 click = 7 mm
elevation: 1 click = 11 mm

The manual for my Walther KSP 200, which is the same gun as the IZH 35 (for all practical purposes) addresses only the windage : "1 notch = 7 mm on the target". I assume that is at 25 metres because that is the official distance for ISSF Standard Pistol and Sport Pistol, for which this gun...

Regarding the calibre: While the rules for free pistol (50m Pistol) would permit a .22 short or .22 long rimfire cartridge, I think it highly unlikely that a pistol of this stature would be chambered for anything other than the .22 long rifle. More likely the chamber has become "shortened"...

Yes, that trigger guard does look also like the angular one with which one version of the Toz 35 is fitted (as opposed to the curved one fitted to the other version of the Toz). The barrel and foresight are custom, not Toz, it appears.
