I think you got that backwards. On the page discussing sight adjustments in the other languages (other than English), I note:
windage: 1 click = 7 mm
elevation: 1 click = 11 mm

Yes, that trigger guard does look also like the angular one with which one version of the Toz 35 is fitted (as opposed to the curved one fitted to the other version of the Toz). The barrel and foresight are custom, not Toz, it appears.
