IMHO the simple fact that there are vents machined, usually on the upper surface of the comp, that is supposed to deflect the compressed air volume that precedes the bullet after ignition---the physics & subsequent calculations works out to show that the energy produced is supposed to counteract...

An electric engraving tool (Sears) with an adjustable stroke can stipple the surface very nicely. Don't use the long stroke and sit over an area too long, be patient and you will become the grip stippling maven.

My new TOZ arrived today and in all it's glory in Rink laminate grips & fore stock & weights. The first TOZ I had bought in 93 and some guy talked me out of it ( it had issues ). Since then I have gone through Hammerli 160 Special, Morini C84E and now to my new Russian girl friend Svetlyana....

That's a new one---I have shot my SP & HP for several years now and clean them fairly often---never had that happen to me nor have I heard of it before. I use a "T" handle wrench with my Pardini's and mebbe it tightens better than a regular key.

You are 100% on that requirement from the US government regarding safeties. However mine has a grip saftey that I wired down and covered with a piece of velcro wool. I cannot remember how many rounds have gone through mine---but it still functions like new and has never caused a shooting malfunction...
